The work involves the supply and delivery of items, including a tester (Megger, insulation, combined, analog/digital, LCD display), cable splicers’ mirrors (heavy plate glass with protective rubber frame), and die steel letter sets (Gothic 1/4), with specified manufacturer and part numbers or approved equivalents. Bidders must provide a complete detailed description for each item, including the manufacturer name and part number, and vendors quoting other than the specified manufacturer or part number must submit and attach literature/specifications with the bid. All items supplied must conform to the specifications and, where applicable, to submitted samples. Bidders must submit their prices in the specified sections of the bid and provide all required information. A complete bid on all items is required, and the award will be made as a whole. Bids offering delivery beyond 35 calendar days from receipt of order will be rejected as non-responsive. All boxes, cartons, crates, and pallets must be labeled with the purchase order number, quantity, manufacturer name and part number, and DWP material code. Items are subject to inspection, and non-compliant, damaged, or defective material must be returned at the vendor's expense. Failure to comply may result in the order being returned for compliance at the vendor's expense. Prices must include all applicable duties and must be exclusive of federal excise taxes, unless otherwise stated. Payment will be made 30 calendar days after delivery and receipt of a corrected invoice. Instructions to bidders include submitting all bid responses through the ERSP system, downloading and completing all required forms, and complying with the procedures for submitting samples and specifications for alternate manufacturers. Questions and requests for interpretation or clarification must be submitted through the specified channels before the deadline. All protests regarding the content of the solicitation or contract award must be filed in writing and adhere to the outlined protest procedures. The bidder must not change any wording in the specifications and any alternatives or explanations must be set forth in a letter attached to the bid or provided in the bidder's comments.
