The project involves constructing, developing, and/or transferring improvements to the water and wastewater systems for the City of Connersville, Indiana, under a public-private partnership. The selected proposer will provide all development services, site work, labor, and material necessary to develop and construct the project, but design services have been procured separately. The selected proposer must provide design-assist and budgeting services to the City's engineer, perform site and asset analysis, design-assist services, and construction analysis to determine the project scope and guarantee a budget. The final project scope will be developed during a scoping period with the selected proposer, who may be required to prepare multiple budgets for various scenarios. If satisfactory deliverables are produced, the City may proceed to construction and development; otherwise, the City may select another proposer or cancel the process. All scoping period deliverables will be owned by the City. Instructions to bidders: Proposals should include a description of the project team, at least three similar public projects developed (with references), and the proposed approach to the scoping period and project. Fees for the scoping period must be identified. The City will evaluate proposals based on experience, ability and capacity, project approach, and fees. The City reserves the right to reject any proposal and will equally consider both fees and demonstrated ability. No certified check or additional financial evidence is required beyond the information requested. Proposing firms are not to contact public officials except as instructed.
