Renovation of a municipal facility in South Hill, Virginia. Completed plans call for the renovation of a municipal facility.
This scope of work outlines the required tasks for the upgrade of an old York R-22 Heat Pump and Air Handler at DMV Customer Service Center, DMV Customer Service Center, 206 South Brunswick Ave., South Hill, VA 23970. Question Deadline 02/11/2026 at 12:00 PM ET Bidder should contact the Contracting Officer, Judi Whitt, Construction Procurement Manager, at judi.whitt@dmv.virginia.gov, in writing The contractor shall provide all materials, labor, equipment, and supervision necessary to remove existing HVAC systems and provide, install and render operational new systems which meet or exceed the specifications listed herein. All materials and installation work shall comply with these specifications, and conform to the Virginia OSHA Standard, and the Virginia Uniform Statewide Building Codes. Work is to be completed MondayFriday and coordinated with the DMV Representative. An inspection of the job site is REQUIRED prior to bidding in this program. All bidders will have the opportunity to complete this site inspection at the mandatory pre-bid conference. 1.) Removal and disposal of old condensing unit to include removal of old refrigerant. Install new 2 Ton Goodman or equivalent equipment. Refrigerant will need to be R-32 with minimum 15 SEER. A new electrical whip shall be installed from the disconnect. New suction and liquid line sets will need to be installed, UV Protection Sleeve and Slim Duct or equivalent cover on outdoor wall extending to soffit. 2.) Remove and dispose of 2 Ton Air Handler in Attic area. Install new heat strips of same wattage as current strips. Remove obsolete electronic air handler and cap electrical lines inside of closed junction box. Any upgrades to breakers, disconnects or any other electrical upgrades will be provided by contractor in bid price. 3.) Install new Air Handler to be compatible with new outdoor unit in same location as old unit that will be removed. Install new air handler, drain lines and condensate drain overflow switches to comply with Mechanical Code. Tie in to existing duct using duct transitions that will need to be sheet metal with R-8 insulation or duct liner. All transitions will be sealed with Ul-181 or better metal tape and duct sealant. NOTE: There is a duct smoke detector system that will need to be incorporated back into the new system by the contractor. A new Honeywell 7 Day Non-Wi-Fi Programmable Thermostat will need to be installed. Old thermostat will need to be disposed of properly by contractor. 4.) Start Up of new equipment and DMV acceptance of the new equipment will entail providing DMV maintenance personnel with a detailed written report of the operating pressures at start up, all owners/installation manuals and warranty paperwork. This is to be provided in electronic format also to the HVAC Program Manager's E-Mail. 5.) Contractor will provide a one year labor warranty on equipment from date of installation. Parts warranty will be provided by manufacturer. 6.) All work to comply with applicable local, state and federal codes and regulations. 7.) Contractor is responsible for disposal of removed equipment to include old refrigerant, final cleaning of work areas and sealing of wall penetrations caused by running of line sets, electrical, condensate lines or control wires.
