Renovation of a multi-residential development in Dyersburg, Tennessee. Completed plans call for the renovation of a 20-unit multi-residential development.

The project generally consists of the comprehensive renovation of twenty (20) apartments at Development TN021-015 in Friendship, TN. The work includes new flooring, painting, new kitchen cabinets, new doors and hardware, new HVAC systems, new plumbing fixtures, and new light fixtures and electrical devices. All bidders must be licensed Contractors as required by the Contractors Licensing Act of 1994 (TCA Title 62, Chapter 6) of the General Assembly of the State of Tennessee. For projects $25,000 and more, the Prime (general) contractor must list their contractor license information on the outside of the bid envelope, including the Name as licensed, License Number, Expiration Date, and the Classification applying to the bid. The contractor license information for Mechanical, Plumbing, Electrical, Roofing, and Masonry subcontractors must also be included on the outside of the envelope unless their portion is less than $25,000 or for masonry, less than $100,000 (including materials and labor). Only one subcontractor may be listed for each classification. If the subcontract does not exceed $25,000 for the mentioned categories or $100,000 for masonry work, the general contractor must certify this in writing on the outside of the bid envelope. Each prime bidder must deposit with their bid a security in the amount of 5 percent of the bid. Bid Bonds and Performance and Payment Bonds must be secured by a guaranty or a surety company listed in the latest issue of U.S. Treasury Circular 570 and must be authorized to do business in the state where the project is located. No less than the minimum salaries and wages set forth in the Contract Documents must be paid on this project. The Contract will be subject to the "Section 3" Clause calling for utilization of low-income businesses and individuals from the project area where feasible. Bidders must comply with the President's Executive Order Nos. 11246 and 11375, which prohibit discrimination in employment, Title VI of the Civil Rights Act of 1964, the Anti-Kickback Act, and the Contract Work Hour Standard Act. Bidders must certify that they do not, and will not, maintain or provide for their employees any facilities segregated on a basis of race, color, creed, sex, or national origin. Attention is called to goals and timetables for minority and female participation. The right is reserved to reject any or all bids or to waive any informalities in the bidding. No bidder may withdraw their bid within 60 days after the actual date of the opening thereof. Question Deadline 02/12/2026: Any prospective bidder desiring an explanation or interpretation of the solicitation, specifications, drawings, etc., must request it at least 7 days before the scheduled time for bid opening.
