Pelican Bay Phase 1 - Water Main Improvements Q & A Deadline: February 6, 2026 5:00 PM Liquidated Damages: $851.00 per day Number of Days to Final Completion: 150 days to Substantial + 30 days to Final = 180 days Total Payment and Performance Bonds: If over $200,000 Collier County Water Distribution has identified sixteen streets in the Pelican Bay subdivision where the water main has reached the end of its useful life. The area of Pelican Bay is comprised of all single-family larger homes with 3/4 " to 1" meters. The water main in the project area was installed between 1986 to 1990. The soil in this area has shown to cause early degradation of iron pipe. Pipe samples that have been removed for study have demonstrated heavy tuberculation within the pipe, which has resulted in a significant reduction in flow to Collier County customers. Each of the streets has a 4" potable ductile iron water main and an 8" HDPE main dedicated to providing fire protection. There are also irrigation quality, wastewater, and gas mains on each street, making for a congested work area. The area has begun to experience on going water discoloration and flow rate issues. Small flushing hydrants were added to the ends of many of the cul-de-sacs over the last three years. Additional flushing activities were scheduled in the area with limited success. Customer's satisfaction has been greatly reduced regarding the quality and quantity of water that they are receiving with frequent calls for service. To address these water quality concerns a project is required to design and construct a new potable water distribution system for the streets that are currently on 4" ductile iron water mains. The project will include a contractor extending the dedicated HDPE Fire Lines and converting them to potable water mains, which will also handle the fire needs for the area. Customer connections will then be transferred to the 8" main. Upon successful transfer of the service lines to the 8" main, the existing 4" DI main will be disconnected, capped, and plugged at the valve. The main will be abandoned and grouted using the 2.5" flushing hydrants. The area is under the umbrella of Collier County's Pelican Bay Services. While this organization mainly addresses issues with medians, landscaping, sidewalks, and parks within the area they are also active in any projects in Pelican Bay and will need to be adopted onto the project team. Additionally, the Pelican Bay President's Association is active and will require to be consulted prior to any work commencing
