The work generally consists of installing approximately 5,100 linear feet of 15” sanitary sewer main, including manholes, fittings, and any necessary apparatuses to complete construction. The project includes four creek crossings—two under the creek and two that attach to the bottom of two separate bridges. There are three tie-in locations to existing sanitary sewer: one at the east end, one near the lift station at the west end, and one into the lift station. There are no services along this route. The existing 10” sanitary sewer will be abandoned in place, as allowable. Asphalt patching, replacement of curb and gutter, and replacement of guard rail will be required where necessary. The award will be based on the lowest responsive, responsible bids on the Base Bid Schedules and Additive Alternates selected by the Owner. Bidders must comply with Davis Bacon Wage Rates, specified Executive Orders, and affirmative action goals for Disadvantaged/Minority Business Enterprises and Women's Business Enterprises. Certification of compliance with the American Iron and Steel provision is required. Bidders must also comply with requirements prohibiting certain telecommunications and video surveillance equipment and must be registered in SAM (System for Award Management). Each bid must be accompanied by a Bidder's Bond of ten percent or a cashier's check for five percent of the bid, payable to the Owner. The bid bond and a copy of the contractor's license or certificate of renewal shall be in a separate envelope attached to the outside of the bidding documents. All bids must be sealed. No bid will be considered without full compliance with these provisions. The Owner retains the right to reject any or all bids and waive informality.
