The project seeks qualification packages to establish a pool of pre-qualified contractors for minor construction services valued under $200,000. The intent is to select a minimum of four primary firms and three alternate firms for a pre-qualification pool. Selected firms will enter into a continuing contract to provide materials, labor, supervision, equipment, supplies, fees, expertise, and services on an as-needed basis for minor construction projects. Projects are initiated by the City through solicitations or task orders that will be advertised to all pre-qualified contractors. Contractors who fail to respond to more than three consecutive requests for proposals may be removed from the program, with alternates moving into the primary pool in order of ranking. Contractors will act as independent contractors and not as employees of the City. Bidders must submit all questions through the online e-procurement system. A non-mandatory pre-qualification conference is scheduled to allow parties to discuss the project, answer questions, review qualifications, provide instructions for submissions, and address other related issues. Any official changes or clarifications arising from the meeting will be issued as an addendum as determined appropriate by the City. No oral discussions at the meeting will be binding; all official communications must be in writing through the e-procurement system by the question deadline.
