The City of Carlsbad is requesting proposals from qualified engineering/consulting firms to provide a solar feasibility study, with optional energy storage systems, at specific facilities. The solar feasibility study should identify the required planning, technical feasibility, and related services in connection with the potential development of a solar PV installation at six city facilities. Prior to designing, bidding, and constructing solar at any of the facilities the city requires an in-depth analysis of the technical feasibility of solar PV with, or without, BESS at each location, a risk assessment, and cost-benefit analysis. That information will be used to determine if further steps towards developing solar at the site is warranted. This RFQ is seeking firms that have demonstrated experience in studying, planning, designing, cost estimating, scheduling, permitting, or system monitoring and maintaining similar complete solar PV systems. This proposal will be for the feasibility study only, should it be determined that the city will move forward, a separate RFQ will be issued for design services and construction administration.
