The Engineering Division seeks the services of an engineering firm or firms to provide services necessary to survey and design Phase II of the Ten Mile Outfall Main Replacement Project. The work includes evaluating, redesigning, and upgrading the existing Ten Mile Water Treatment Plant Transmission Main. The selected firm will collaborate with City Engineering, Utility Maintenance, and Water Treatment Staff. The project will involve site survey, evaluation of pipeline alignment alternatives, design of the new pipeline, and abandonment of the existing pipes from the Baxendale control valve to approximately the intersection of U.S. Highway 12 and Williams Street. Proposals must include: Engineering Firm and Design Team, project approach and understanding, related project experience with Water Transmission Main Design, schedule and capacity to begin design by April 15th, 2026, anticipated project tasks and hour schedule for each task. The RFP is limited to 15 one-sided pages (minimum 11 pt. font), excluding the cover and back page. Submit one hard copy and one electronic copy. A City selection committee will select finalists for potential interviews. Finalists may be asked to have designated project team members present their qualifications and proposal. One finalist will be selected to submit a formal scope of work and negotiate a contract. If no agreement is reached with the top-ranked firm, the next-ranked firm will be invited. The City reserves the right to reject any or all proposals, waive irregularities, and accept the proposal that best benefits the City. All proposals become the City's property. The City is not responsible for preparation costs.
