Renovation of a multi-residential development in Charleston, South Carolina. Completed plans call for the renovation of a multi-residential development.

The Citadel seeks a vendor to supply and install new vinyl replacement windows and covering of soffit and fascia with aluminum coil stock for two residences on The Citadel campus. Question Deadline 02/12/2026 at 11:00 AM ET All questions shall be submitted in writing to the email address of the Procurement Officer James P de Luca, CPPO 843-953-6861 jdeluca@citadel.edu and the subject line of the email shall read, "IFB 26007-JD Questions" Award is expected to be posted by Thursday, February 26, 2026. Removal and Disposal of existing windows. Provide and install new vinyl replacement windows and covering ofthe existing wood soffit and fascia with aluminum coil stock. General: "Contractor must be a Lead-Safe Certified Firm through the Environmental Protection Agency's (EPA) Renovation, Repair and Painting Program, and provide a current copy ofsaid certification. Federal law requires all renovation, repair, and painting firms (including sole proprietorships) working in housing, or facilities where children are routinely present, built before 1978, to be certified. Contractor shall conduct post work clearance ofthe exterior and clearance wipe testing ofthe interior. Results ofsaid testing shall be provided to The Citadel's Housing Director. Results must not exceed the minimum regulatory requirement. Contractor shall be responsible for all costs resulting from post renovation clearance that renders results that exceed the minimum regulatory requirement, including but not limited to additional sampling, testing, and cleanup." Contractor shall remove and dispose ofexisting window sashes, coil stock window wrap and operating hardware from the exterior side ofthe window so as not to disturb the interior window stops and trim. Contractor shall install new vinyl window systems and will leave in place the existing wood frames, interior and exterior trim. Window systems shall be installed to provide a water-tight seal with the existing building. Contractor shall notify Facilities and Engineering Representative Eddie Kunkle 843-953-6878 ofany rotted/damaged windowsills, stools, trim (interior or exterior), frames or any other damaged wood associated with the windows discovered during the removal ofthe existing window sashes. Vendor shall notify Citadel representatives ofthe repairs needed and begin repairs within a 24 hour period from notification from the contractor excluding weekends. Material cost ofrepairs must be limited to a 10% mark-up over cost. All work to be performed using good construction standards ofpractice. If any repairs exceed the vendors ability, the vendor shall notify The Citadel's contract representative of the repairs required. Ifrepairs are required beyond the contractor's scope and ability, the contractor shall seal and secure the window opening for weather intrusion and public safety prior to leaving the job site. The contractor shall not leave any openings in a unsafe manner and shall take all necessary measures to prevent weather intrusion. Contractor shall remove existing fascia and soffits aluminum coil stock and drip edge and replace with matching 0.019 inch aluminum coil stock. Coil stock shall be bent and cut on site to fit the profile ofthe existing fascia and soffit. Lap 2-inch minimum, pop rivet (or use colored nails) and caulk (color to match) all comers. This includes all ofthe soffits on the 2nd floor only. All work to be performed using good construction standards of practice. Install a new dark green finish coil stock, matching the window color. Coil stock roofdrip edge (160 lineal feet) to ensure the new fascia and soffit shall be weather-lapped (new drip edge to extend under barrel tile a minimum of 2-inches) with the existing barrel tile roofing to prevent water-entry into the now enclosed fascia and soffit assembly. This includes all ofthe roofdrip edge on the 2nd floor only. All work to be performed using good construction standards of practice. Replacement windows shall be solid vinyl with a Citadel approved factory finish dark green exterior, white interiors, clear thermal insulated glass without mullions. Provide obscure insulated tempered glass in the two (2) bathroom windows. All windows will have color coordinated (dark green frame) full view insect screens. Windows shall be double hung except for 2 fixed picture windows on the rear porch. All windows shall have Low-e treatment and argon gas filled. Window performance grade and class shall have a minimum (DP) rating ofR50. No substitute windows, coil stock or caulking will be permitted. The Citadel will provide color details to be matched by the vendor.
