Renovation of an educational facility in Jersey City, New Jersey. Conceptual plans call for the renovation of a educational facility.

The Jersey City Public Schools is soliciting proposals from architectural/engineering firms to develop specifications and oversee bidding and construction activities for the replacement of Walk-In Cooler(s)/Freezer(s) at various locations. The successful Consultant shall: a). Review all existing available information pertaining to the project. Review JCPS documents related to the work areas, including but not limited to scanned documents of the original architectural drawings for the building as available; the District's AHERA and Right to Know reports; other documentation that may be pertinent to the project or related to other ongoing upgrade projects within or impacting the project area. b). Evaluate the impact on this project of any ongoing improvement projects within the project area that are being performed by others. Coordinate the work of this project with the work of other projects impacting the same work area/systems. c). Prepare all required project applications, educational specifications and design documents for the project location as required by the NJ Department of Education (NJDOE) and all agencies having jurisdiction, for review and approval of the project. Address all comments as required to obtain NJDOE approval. d). Meet, as necessary, with the Business Administrator and/or designated staff in order to determine the appropriate educational specifications and/or the design requirements for upgrades, repairs, equipment, materials, etc; to determine District operations related to the project; and to review the progress of the work. Provide options for equipment/materials and provide recommendations for Owner review and approval. Provide meeting minutes for all project meetings; e). Prepare separate design and construction bid documents for the project, in compliance with all applicable codes/ regulations, including but not limited to NJDOE requirements, for approval, for the work outlined in this document as approved by the Owner. The design shall include all related improvements that are required by regulation or code to support the proposed renovations. Provide progress sets for review and approval by Owner at schematic (30% - NJDOE submittal), design development (60%) and construction document (90%) phases of the design. f). Recommend and implement any core sampling, moisture testing, structural, environmental or any other testing services related to the project work or required for regulatory/code compliance of the design and construction of proposed replacements. g). The Consultant shall ensure all designs for Walk-In Coolers and Freezers comply with current NJ Energy Codes and ASHRAE 15 & 34 standards. Specifications must include high-efficiency ECM motors, LED lighting with occupancy sensors, and the use of low-GWP (Global Warming Potential) refrigerants such as R-448A or R-449A. All units must feature NSF-approved finishes, anti-microbial shelving, and internal safety releases to prevent accidental entrapment. h). Asbestos and Other Hazardous Materials: The Consultant for this project shall be responsible for the identification and quantification of all hazardous materials that may impact this project and for the provision of bid documents, permit applications, reports, abatement monitoring, etc as necessary for the removal of all such materials in compliance with applicable Federal, State and Local codes and regulations. See "Project Requirements" section below for further information. i). Prepare opinions of probable cost for all of the work included in the documents at schematic (30%), design development (60%) and construction document (90%) phases of the design; j). Prepare project schedules at schematic, design development and construction document phases of the design as defined above. k). Obtain preliminary permit approvals from the NJ DCA or the Jersey City Building Department as required by the Owner. If this preliminary review/approval is not permitted by the agency, the consultant shall submit the required permit forms/plans on behalf of the contractor as soon as a formal award is made by the Owner. l). Assist the Owner in advertising for bids, evaluate bids received and provide recommendations for the award of a construction contract. m). Provide construction administration services for the duration of construction including: moderating weekly (1 meeting/week) construction meetings at the location designated by the Owner from the award of the construction contract through the completion of the construction work; providing meeting minutes for all construction meetings; monitor the progress of construction with field inspections and reports at least twice weekly (2/week) or as deemed necessary during the period of construction; monitor contractors' progress with respect to approved schedules and budgets; review and process submittals, shop drawings, payment applications, etc.; prepare punchlists; administer the close out of the project when completed and otherwise assist the owner in successfully completing the project. n) Complete construction bid documents in accordance with the Project Schedule.
