The project generally consists of the rehabilitation of approximately 2,215 linear feet of combined sewer system and approximately 1,800 linear feet of water main system on various roads in Jersey City. The work shall be completed within 400 calendar days of the Contractor's receipt of written Notice to Proceed. Bids are to be submitted in a sealed envelope, addressed to the Purchasing Agent and marked with the name and address of the Bidder and the name of the project on the outside of the envelope. Each bid should be submitted, in writing, on the bid pages furnished in the Contract Documents. A bid must be accompanied by a Surety's Consent and either a bid bond, cashier's check or certified check for ten percent of the amount of the bid or $20,000 maximum, whichever is the lesser. The Surety shall be bound to furnish Performance, Labor and Material, and Maintenance Bonds, each in an amount equal to one hundred percent of the Contract Price. Bidder must supply one hard copy original and one hard copy of a copy of the bid, including the bid specifications, and one CD ROM or USB drive version in PDF format. Bidders and their subcontractors must comply with all applicable provisions of the Public Works Contractors Registration Act and the New Jersey Prevailing Wage Act. The project is funded in part by New Jersey wastewater treatment financing programs and the successful bidder must comply with the provisions for the participation of small business enterprises owned and controlled by socially and economically disadvantaged individuals. The goal of 10 percent applies to the total amount of all contracts for building, materials and equipment, or services (including planning, design and building related activities) for a construction project. Awards will be made only to socially and economically disadvantaged business concerns that are certified by relevant New Jersey authorities.
