The County is seeking proposals from qualified respondents for the procurement of HVAC units and systems preventative maintenance and repair at the Frank J. Guarini Justice Complex. Consultant selection will be based primarily on the qualifications of the firm, key staff assigned, and the ability to understand the project's purposes, goals, and objectives. Proposals must detail qualifications, experience, expertise, relevant projects, and include resumes of key personnel, limited to two pages each. Respondents must submit a New Jersey Business Registration and proof of compliance with the Public Works Contractor Registration Act, as well as evidence of contractor and subcontractor registration with the New Jersey Department of Labor, Division of Wage and Hour Compliance, prior to the contract award. Other required documents are a cashier’s check, certified check, or bid bond equal to ten percent of the bid (not to exceed $20,000), a certificate from a surety company, a statement of ownership disclosure form, a list of subcontractors, and bid forms with acknowledgment of receipt of Addenda. All forms marked as required must be executed and included. Respondents must comply with statutes and regulations related to the safety of workmen, hours of labor, workman's compensation insurance, labor preferences, anti-discrimination, and municipal regulations where the work is to be performed. Proposals must be physically delivered to the Division of Purchasing by the specified deadline. Responses must be on RFP forms, enclosed in a sealed package labeled with the appropriate information, and cannot be faxed or emailed. Addenda must be acknowledged and included in the proposal; failure to do so will render the proposal non-responsive. Proposals may not be withdrawn for sixty days following the opening date.
