The purpose of this request is to execute Phase II Design and Phase III Construction and Construction Engineering for the Hibbard Road Reconstruction project anticipated to utilize Cook County funds and a federal transportation grant. The Department is tentatively targeting 2031 for this project. Federally funded transportation projects are required to follow a three-phase process: Phase I Studies, Phase II Design, and Phase III Construction. These phases are completed in accordance with Illinois Department of Transportation (IDOT) and federal standards. To obtain federal funding for construction, agencies must submit a successful grant application. The Village successfully secured an Invest in Cook (IIC) grant to fund the Phase I Study, which began in early 2024 and is expected to be completed in 2025. To fund Phase II and Phase III, the Village will pursue additional grants, including another IIC grant from the County and a STP-S grant. The proposed scope of work for this project includes the reconstruction of the pavement, installation of a stormwater drainage system, new curb and gutter, sidewalk replacement, utility structure repairs, installation of bicycle facilities, and parkway restoration. This location requires water main improvements prior to the start of this project. Water main work is not eligible for federal funding and will be funded separately by the Village.
