Furnish all tools, materials, and labor and perform the work necessary for citywide non-arterial microsurfacing and crack seal. Drawings, specifications, and contract documents for construction have been adopted. Contract requirements include compliance with non-discrimination in employment. The overall aspirational Small Business Enterprise utilization goal is ten percent. Bidders must commit to employing at least fifty percent bona fide residents of the City of Tulsa and/or MSA in each employment classification. Bidders, their subcontractors, and lower-tier subcontractors must hire only citizens of the United States. The City of Tulsa is exempt from sales or use taxes, and direct vendors to the City are also exempt. A bidder may exclude from the bid appropriate sales taxes which will not have to be paid while acting for and on behalf of the City of Tulsa. A certified or cashier's check or bidder's surety bond, in the sum of 5% of the amount of the bid, will be required from each bidder. The successful bidder is required to furnish public liability and workmen's compensation insurance, as well as performance, statutory, and maintenance bonds, all for one hundred percent of the contract price. The bidding is subject to a local preference law defined in Oklahoma Statutes, Title 61, Section 103. If the specified conditions are met, the City of Tulsa must select the second lowest bid if within 5% of the lowest bid and the second lowest bid is a local bid and the lowest bid is not local. When the local bid is required to be selected, the local bidder must agree to do the work at the lowest bid price to be awarded the project. Bids will not be received from contractors who did not attend the mandatory pre-bid conference. Bids will only be accepted from holders of valid pre-qualification certificates from the City of Tulsa in one or more of the following classifications: A or C. Bidders must obtain bid documents from the Office of Contract Administration for a non-refundable fee of $50.00 payable to the City of Tulsa by check or money order. Pre-qualification requirements: Attendance at the mandatory pre-bid conference. Valid pre-qualification certificate from the City of Tulsa in classification A or C. Compliance with residency and citizenship employment resolutions. 5% bid surety. Ability to provide 100% performance, statutory, and maintenance bonds.
