Contractor shall furnish all labor, tools, materials, water, equipment, de-watering bins, resources, traffic control, permits and travel necessary to provide on call, as needed Vactor and Drainage Facility Cleaning services for Caltrans drainage facilitates. Contractor shall test, identify, reduce contamination, remove and legally treat and/or dispose of waste materials. The services shall include laboratory analysis of waste materials removed and securing dump sites You are invited to review and respond to this, titled Multi-Provider, On Call, Vactor and Drainage Facility Cleaning services in San Diego and Imperial Counties In submitting your bid, you shall comply with the instructions found herein. In addition to those programs and preferences that are specified in this solicitation, Prospective Contractors are encouraged to consider programs and preferences that are available, such as those for the use of small businesses, disadvantaged businesses, disabled veteran businesses, and other businesses covered by State and Federal programs and preferences. As required by Executive Order S-02-06, the California Department of Transportation (Caltrans) is committed to meeting the State's twenty-five percent (25%) Small Business (SB) participation goal. Certified SBs, Micro Businesses (MB) and Contractors willing to commit to subcontracting a minimum of twenty-five percent (25%) of their net price to certified SBs or MBs (if applicable) are encouraged to submit bids. See Section D, Special Programs in this IFB for requirements. This Agreement requires Prevailing Wages if the total bid amount exceeds $15,000. If the total bid amount is under $15,000, then Prevailing Wage language will be removed prior to award. Refer to Attachment 3, Proposed Form of Agreement for requirement details. Written Question Submittal 02/03/2026 Technical questions regarding this solicitation will be addressed, in writing, and in accordance with the Questions and Answers portion. Bidders must submit their questions via e-mail to queenann.herron@dot.ca.gov. Written questions must include: the individual's name, firm name, e-mail address and must reference IFB No. 11A4314 Bidder must have at time of bid submittal and for the duration of the contract, a valid, current Class A - General Engineering Contractor's license issued by the California Contractors State License Board (CSLB) and a Hazardous Substance Removal Certification issued by the CSLB, for the type of work to be performed. If subcontracting out the Traffic Control work, Subcontractor shall possess a C-31 Construction Zone Traffic Control license issued by the CSLB throughout the term of this Agreement. Caltrans reserves the right to reject all bids for reasonable cause.
