The work includes installation of a new sludge press at the existing wastewater treatment plant, improvements to an existing lift station, and removal and replacement of an existing lift station. Bidders must secure their information as to the condition of the site and all local conditions affecting the work prior to submitting their proposals. The price bid must include everything as described in the specifications and shown on the drawings. No extra of any kind will be allowed unless ordered in writing by the Owner. The construction contract is subject to various Illinois acts and federal requirements including the Prevailing Wage Act, Employment of Illinois Workers on Public Works Act, Illinois Works Jobs Program Act, the Davis-Bacon Act, and "Build America, Buy America Act" requirements, among others. The procurement requires affirmative efforts related to the increased use of disadvantaged business enterprises as outlined in the specifications. Performance and payment bonds in the amount of 100% of the contract price are required. The contract will be awarded to the lowest responsive, responsible bidder. Plans and specifications must be obtained from Drexel Technologies and all further requirements regarding bid submittal, qualifications, procedures, and contract award are specified in the bidding documents.
