The Contractor shall furnish all labor, materials, equipment, tools, transportation, and incidentals necessary to complete the specified bridge deck repairs in accordance with the plans, specifications, and all applicable local, state, and federal regulations. The work includes, but is not limited to, surface preparation, concrete removal, rebar cleaning, concrete placement, finishing, and curing, along with necessary traffic control and environmental protection measures. Specifications will follow current City Standards. Sealed bids must be received before 10:00 A.M. prevailing local time on February 25, 2026. All bidders are required to attend the Pre-Bid Meeting and sign the attendance sheet at the meeting. Bids from bidders who have not attended the Pre-Bid Meeting and signed the attendance sheet will be considered non-responsive. Wage rates applicable to this project have been pre-determined as required by law and are set forth in the construction specifications. Missouri Law, 292.675 RSMO, requires the awarded contractor and its subcontractor(s) to provide a ten-hour occupational safety and health administration (OSHA) construction safety program, or a similar approved program, for their on-site employees who have not previously completed such a program. Penalties for non-compliance include contractor forfeiture to the City of Joplin in the amount of $2,500, plus $100 per contractor and subcontractor employee for each calendar day such employee is employed beyond the elapsed time period for required program completion. A detailed listing of all subcontractors shall be provided by the Bidder. Documentation that the prospective General Contractor and its subcontractors meet minimum qualifications shall be provided and submitted. The successful bidder will be required to sign an agreement confirming enrollment and participation in a Federal Work Authorization Program ensuring that all employees, agents, or subcontractors have the legal right to work in the United States. Payment for this project will be made in cash. A bid bond or certified check for five percent (5%) of the total bid amount must accompany each bid. The successful bidder will be required to furnish a performance bond in the amount of their bid and shall be licensed as a contractor of the City of Joplin, Missouri before entering on the work. The Director of Public Works reserves the right to reject any or all bids. Disadvantaged Business Enterprises will be afforded full opportunity to submit bids and will not be discriminated against on the grounds of race, color, sex, or national origin. The contractor will be required to have an approved Affirmative Action Program adopted and approved by the Affirmative Action Committee of the City of Joplin before the contract may be executed.
