The Complexity Factor for this project is 0. The Consultant selected for this project, and all Subconsultants the Prime Consultant will use, are scheduled to attend an initial meeting on May 14, 2026, at 10:00 AM at the Hanley Building, in Springfield. The Northern Illinois Transit Act (NITA) (Public Act 104-0457) tasks the department to establish two committees: 1) the Interagency Coordinating Committee on Transit Innovation, Integration, and Reform (ICCTIIR), and 2) the Transit Integration Policy Development Committee. This selection will procure consulting services to assist the department in administering these committees. Responsibilities for the committees may include stakeholder outreach, coordination, charter or bylaws development, and technical support such as policy development, transit analysis, and design. A critical component of this work is to effectively communicate throughout the administration and support of the committees' activities. The Consultant must have extensive experience strategically planning for public transit, conducting public and stakeholder engagement (in-person and virtual settings), and synthesizing policy and data analysis within strict time constraints. The Consultant must have access to and proficiency with remote meeting platforms for small and large groups. The Consultant must have experience working with diverse public and private stakeholders and a proven ability to synthesize diverging priorities into actionable tasks. The Prime firm must be prequalified in the following categories to be considered for this project: Transportation Studies (Mass Transit) Transportation Studies (Railway Planning) Special Studies (Traffic Studies) Statements of Interest, including resumes of only the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS).
