The Complexity Factor for this project is 0.035. The Consultant selected for this project and all Subconsultants the Prime Consultant will use are scheduled to attend an initial meeting on May 6, 2026, at 1:30 PM at the Bureau of Design & Environment office in Springfield. Phase I/II engineering services are required to provide statewide regulated substances studies, surveys and designs, rapid response oversight, compliance assessments, miscellaneous waste investigations and testing, and technical and regulatory review and support. The emphasis of this agreement is on the performance of Environmental Compliance Assessments (ECAs) at department facilities across the state. Demonstration of the firm's robust expertise, staffing, innovation, and efficiency in this work is paramount. The Prime firm must be prequalified in the Special Services (Regulated Substances: Advance) category to be considered for this project. Statements of Interest, including resumes of only the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS).
