The City seeks to rehabilitate the exterior building shell of the historic Logansport-Cass County Memorial Center. The project includes restoration of exterior woodwork (windows, doors, fascias, soffits, trim), concrete, metalwork, and masonry, while preserving the historic character and significance of the building in accordance with the Secretary of the Interior's Standards for Rehabilitation. Work includes masonry restoration (including partial salvage and reconstruction), reconstruction of porch stairs and associated walls, restoration of wood trim, restoration of existing wood windows and doors, installation of new wood and metal doors in existing openings, restoration of decorative metal elements (cast iron handrails and stamped steel decorative ceilings), re-roofing a one-story vestibule, installation of new gutters and downspouts, and selective demolition (removal of a small addition), with no change to the building footprint. The work encompasses all general construction, mechanical installation, labor, materials, permits, licenses, insurance, and related requirements for the construction of the facilities. The project is funded through a grant and is subject to Davis-Bacon Wage Rates and Buy America, Build America requirements. Plans and specifications may be examined by appointment. Bids must be enclosed in a sealed envelope, submitted on provided forms, and accompanied by a certified check or bidder's bond of not less than 5% of the highest aggregate bid. Approved performance and payment bonds for 100% of the contract price will be required. No bid may be withdrawn for at least 90 days after the scheduled closing time for receipt of bids. Award will be made to the low, responsive, responsible bidder, who must not be debarred or suspended. All applicable laws, ordinances, rules, and regulations apply. Bids must include all information requested by Indiana Form 96 and a financial statement.
