The Complexity Factor for this project is 0. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on April 22, 2026 at 10:00 AM at the Office of Communication in Chicago. Consultant services are required to develop and produce creative materials for public relations campaigns, overall public education and other initiatives that support specific major projects, reflecting the goals of the Illinois Department of Transportation. The Consultant shall work in conjunction with the Office of Communications to develop appropriate creative content, such as social media campaigns, digital and print publications, infographics, videos and support materials. They will also assist in creating and executing communications plans for complex transportation projects and will have to be able to collaborate with agency engineers. Collateral should be designed to reach the traveling public and/or specific target audiences. Content will be distributed through digital channels and possibly through traditional media (television, radio, print). The Consultant will work directly with IDOT's Office of Communications and offer them recommendations for strategic placement of material as well as follow-up analysis on overall effectiveness. The Prime firm must be prequalified in the Special Services (Public Involvement) category to be considered for this project. Statements of Interest, including resumes of only the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS).
