Consultant services are to support the Gateway Area Development District in implementing an EPA Brownfields Assessment Grant. The scope of services may include project coordination and planning, Phase I Environmental Site Assessments (ESAs), Phase II assessment preparation and implementation, data management and reporting, and cleanup and reuse planning support. Tasks may involve participation in meetings, site prioritization, eligibility determinations, access coordination, coordination with EPA Region 4 and state agencies, conducting Phase I and Phase II ESAs per EPA and ASTM standards, preparing required documentation (such as SAPs, HASPs, QAPPs), supporting data entry and EPA reporting, and assisting with reuse and cleanup planning with attention to sustainability and climate resilience. Instructions to bidders include submission of a cover letter, firm qualifications and experience, project team and key personnel, a technical approach and project understanding, descriptions of relevant project experience, a cost information/remuneration schedule, and references. Proposals will be evaluated on demonstrated experience, project understanding and approach, qualifications of key personnel, references, and reasonableness of cost/price proposal. The submission must include all requested documentation and follow the described format. Gateway ADD reserves the right to reject any or all proposals, waive informalities, request clarification, negotiate scope and pricing, and cancel the solicitation if necessary. All work is subject to federal, state, and local laws and regulations, as well as EPA Brownfields Program requirements, with specific contract terms and deliverables to align with the EPA-approved Work Plan. Gateway ADD received $500,000 in EPA Brownfields Assessment funding to conduct community-wide brownfields assessment activities across its five-county service region. Target communities include Sharpsburg, Frenchburg, Mount Sterling, West Liberty, Morehead, and other eligible areas identified through a community-driven site nomination and prioritization process. The selected QEP is expected to assist Gateway ADD with environmental site assessment, data collection and reporting, quality assurance and health and safety compliance, coordination with federal and state partners, and support for cleanup and reuse planning informed by assessment findings. Scope of Services Services may include, but are not limited to, the following: Task A - Project Coordination and Planning Participate in project kickoff and planning meetings Assist with site prioritization, eligibility determinations, and access coordination Coordinate with EPA Region 4 and applicable state agencies Task B - Phase I Environmental Site Assessments Conduct Phase I ESAs consistent with ASTM E1527 standards and EPA Brownfields requirements Prepare draft and final Phase I ESA reports Complete All Appropriate Inquiries (AAI) documentation Conduct regulated building material surveys, as applicable Task C - Phase II Assessment Preparation and Implementation Prepare Sampling and Analysis Plans (SAPs) and Health and Safety Plans (HASPs) Prepare or support development of EPA-approved Quality Assurance Project Plan (QAPP) and addenda consistent with Region 4 guidance Conduct Phase II investigations following EPA approval Prepare draft and final Phase II assessment reports Task D - Data Management and Reporting Support ACRES data entry and updates Track and document assessment outcomes, green and sustainable practices, and site data Provide technical documentation to support EPA reporting requirements Task E - Cleanup and Reuse Planning Support Participate in meetings to discuss reuse potential and cleanup considerations Support preparation of site-specific reuse, feasibility, or cleanup planning documents informed by assessment results Questions and requests for clarifications concerning the RFP must be submitted via email to the Request for Proposals Contact at benjamin.hamm@ky.gov
