A request for information and market survey regarding the potential use of a Project Labor Agreement (PLA) for the renovation of Unaccompanied Enlisted Personnel Housing Quarters at Naval Submarine Base Kings Bay, Georgia. Work may include renovation of Buildings 1042, 1044, 1045, 1046, and 1054, with scopes involving upgrades to mechanical systems, fire protection and fire alarms, bathrooms, and multiple exterior and interior elements. Mechanical work includes replacement of HVAC air handling units, installation of direct digital controls for temperature and humidity, replacement of chilled water piping and circulation pumps, and cleaning of ductwork. Plumbing work includes replacement of plumbing fixtures, domestic water piping, and sanitary piping. Electrical repairs include replacement of service panels, wiring and wiring devices not meeting current codes, and installation of LED lighting fixtures. Exterior renovation includes replacement of gutters, windows, doors, safety railings, lights, and painting of exterior walls. Interior renovation includes bathroom remodeling, mold remediation, cleaning and repainting of existing surfaces, replacement of flooring, and demolition and reconstruction of ceilings and non-loadbearing walls to allow access for mechanical and plumbing rebuilds. The project also requires design services for hazardous material abatement based on an existing industrial hygiene survey. The effort will follow a design-bid-build approach, with an estimated magnitude between $25M and $100M and an anticipated performance period of approximately 1100 calendar days. Public responses on the use of a PLA are requested via the attached questionnaire.
