**As of April 3, 2026, the project was awarded to Blount Construction Company Inc., with an awarded amount of $931,739.64** The work outlined in this contract primarily involves a combination of street patching, surface treatments, crack sealing, asphalt resurfacing, pavement widening, full-depth rehabilitation (including roadway excavation and base placement), and roadway striping. All bids shall be accompanied by a bid bond of five percent (5%) of the total bid amount. The City reserves the right to waive technicalities or informalities, to reject any or all bids, and to make the award that is in the best interest of the City as well as to add or remove items as necessary to meet budgetary requirements. Note: It is the bidder's responsibility to regularly check the Georgia Procurement Registry and the City of Winder's website for the issuance of any Addenda relating to this project. Instructions for preparation and submission of a bid-proposal are contained in this packet. Bids must be typed or printed in ink. Bids submitted as a result of this invitation must include all enclosed forms and be returned in a sealed envelope or container marked, "SEALED BID FOR CITY OF WINDER STREET REHABILITATION / RESURFACING PROJECT - FY 2026/2027" on the outside. Bids may not be considered unless so received. Responsibilities assigned to the City Engineer throughout this document are understood to be City Engineer or his designee. The City of Winder reserves the right to waive technicalities, reject any or all bids, and make the award in the best interest of the City as well as to add or remove items as necessary to meet budget requirements. The project will include work in various locations in the City with multiple phases of construction. It is imperative that the schedule of operations be communicated and coordinated with the City Engineer. The selected bidder will be required to submit to the City Engineer for review and approval, a complete schedule of operations (work item/s and approximate date) at least one week prior to commencement. Dates and timelines on the Contractor's schedule may be adjusted after submittal of schedules of operations and during construction, as approved by the City Engineer. It is the Contractor's responsibility to ensure efficient traffic flow, proceed with work in a timely manner, and communicate/coordinate with the City Engineer. No pre-bid meeting will be held for this bid. However, a mandatory preconstruction conference will be scheduled after the bid is awarded, with the date to be determined later. It is the City's intention to issue the Notice to Proceed (NTP) on the same day as the preconstruction conference. The Contractor awarded work under this contract shall commence work as soon as possible after the issuance of the NTP and shall fully complete all work hereunder within 90 calendar days from and after the NTP date. Any deviations to these timelines must be approved in advance by the City Engineer.
