Engineer's Estimate: $2,415,000.00 Description of Work: The Project generally involves pre-construction CCTV of approximately 10,965 linear feet (LF) of 6-inch to 8-inch vitrified clay pipe (VCP) sanitary sewer main, removal and replacement of approximately 1,030 LF of 6-inch VCP sanitary sewer main, point repairs to existing sanitary sewer mains where recommended by the Contractor and agreed to by the Engineer, and installation of cured-in-place liner (CIPP) to the 10,965 LF of VCP sanitary sewer main. This project also includes the removal of three (3) sanitary sewer cleanouts/ flushing inlets and replacing with new sanitary sewer manholes, rehabilitation of seven (7) sanitary sewer manholes, removal of manhole rungs, and reconnection and/or reinstatement of active sanitary sewer service laterals. In accordance with Chapter 14.09 of the San Jose Municipal Code entitled "Prevailing Wage Requirements for City Contracts Involving Public Works," the contractor will be required to comply with the prevailing wage provisions in California Labor Code Sections 1720 through 1861, and the City's Office of Equality Assurance is authorized to provide certain local enforcement of those provisions. As such, the contractor will need to pay not less than the general prevailing rate of per diem wages and the general prevailing rates for holiday and overtime work. WAGE THEFT Bidders are expected to have read and understand the "Wage Theft Prevention Policy" adopted on April 11, 2023. A complete copy of Resolution No. RES 2023-96 can be found at PROJECT LABOR AGREEMENT This project is subject to the Project Labor Agreement ("PLA") entered between the City of San Jose and the Santa Clara and San Benito Counties Building & Construction Trades Council, as may be amended from time to time. The awarded Bidder will be required to agree to the terms of the agreement by signing Addendum A - Agreement to be Bound, of the PLA agreement, and submit at the time the contract is executed. BID SECURITY Each bid must be accompanied by an electronic pdf copy of a bidder's bond in the sum of not less than 10% of the total aggregate amount of the bid. Bonds must be issued by a surety that is an "admitted surety insurer" in the State of California and must name the City of San Jose as beneficiary. Bonds must be accompanied by an electronic pdf copy of the surety's power of attorney and a notary acknowledgement for the surety's signature. Bidders must retain the original wet-signed bidder's bond and provide it to the City upon request. Bidder's attention is directed to those provisions of the Specifications which require the contractor to whom the contract for the work is awarded, to file with the City Clerk at the time the contract is executed, a Contractor's Payment Bond and a Bond for Faithful Performance meeting all the requirements of the Specifications and approved by the City Attorney of the City of San Jose. Bonds must be issued by a surety that is an "admitted surety insurer" in the State of California possessing a power of attorney and shall name the City of San Jose as beneficiary. The Contractor's Faithful Performance Bond shall be for 100% of the contract amount. The Contractor's Payment Bond shall be for 100% of the contract amount.
