The Village of Bethesda seeks Statements of Qualifications from professional consulting firms to provide comprehensive professional engineering services for the reconstruction of Main Street (CR 26) from town limit to town limit (~1.5 miles) under a Plan-Design-Bid-Build delivery. The scope consists of multiple phases: Phase A (Pro bono) – Pre-Application Readiness: Project management, data collection, utilities and drainage concept, complete streets and safety, certified cost estimate and visuals, grant writing technical support on project readiness and applicant capacity. Phase B – Community planning phase to confirm appropriateness and community approval of implementable safety solutions, non-essential quality of life elements, green infrastructure, and street enhancements for economic vitality. Phase C – Environmental, survey, and preliminary design: NEPA and permitting, survey, subsurface utility engineering (SUE), geotechnical investigation, and a 30% design submittal. Phase D – Final design: 60%, 90%, and final PS&E (plans, specifications, and estimates), approvals, and letting. Phase E – Bid and construction administration/management: Bid phase services, construction administration, materials testing, administration of quality assurance and quality control, and project closeout. The consultant will plan and design the project, manage the Bid-Build process, assist with the selection of the construction firm, serve as contract administrator, and oversee construction management and compliance including Buy America provisions and labor compliance. The selected firm will not perform actual construction. Submission requirements include a letter of interest, firm qualifications, resumes of key personnel, relevant project experience, references, demonstration of compliance with technical manuals and cost principles, and readiness to certify the cost estimate and deliver project phases. Qualified candidates/firms must submit one hard copy and one electronic copy (flash drive) of all required information.
