The scope of work is for Value Engineering (VE) services for the City of Derby Wastewater Treatment Plant Comprehensive Upgrade, which includes reviewing documents provided by the City, identifying a VE Facilitator to lead workshops, conducting a site visit, and participating in workshops to study the 30% preliminary design drawings. The VE team will evaluate construction phasing, alternative concepts, probable construction costs, and other focus areas agreed upon by the City, coordinate all communications, conduct three in-person workshops at City Hall, and provide a draft summary report of findings that covers goals and objectives, methodology, scope of analysis, and alternatives developed with corresponding potential cost savings. The draft VE report will be submitted for review and revised as appropriate. VE recommendations shall be implemented to the extent feasible, subject to approval. Instructions to bidders include submitting a package consisting of a signed letter of interest, a summary of experience, a staffing plan, project approach, references, and acknowledgement of addenda. Submittals must be electronic, prepared according to the request, and received by the specified deadline. The Owner reserves the right to waive technical defects, reject submittals, and select at their discretion. The selected firm must submit a detailed scope and budget for approval, and execute an agreement with insurance before starting work. It is the consultant's responsibility to have received all addenda before submitting.
