The project involves the supply and delivery of performance grade asphaltic cement to the City's asphalt plant on an "as required" basis from April 2026 until November 2026, according to the City’s terms, conditions, and specifications. The City intends to enter into a contract with two legal entities. All bidders, including prospective subcontractors, are responsible for becoming fully acquainted with the nature of the work and the place of work. No claims will be considered after the submission of bids regarding any misunderstanding with respect to the conditions imposed by the solicitation document. If a bidder discovers discrepancies or apparent omissions within the solicitation document or is in doubt as to their meaning or intent, the bidder must immediately notify the City. Material or equipment with equal or better qualities may be offered in substitution for those specified, provided offers are made in writing to the Procurement Branch with sufficient data for the City to assess acceptability. Acceptance by the City does not relieve the vendor from responsibility for performance and quality.
