The Contractor shall furnish all labor, supervision, equipment (except those designated as Government-furnished), transportation, and incidentals for Stand Exams on the Willamette National Forest. Data collection must use the NEW FSVeg Exams Mobile application, which became available in 2025. Android 11 or later tablets are required for use with the FSVeg Exams Mobile application. The objective is to gather vegetation information from plots established in stands on the Forest using the U.S. Forest Service Common Stand Exam Protocols, using a tablet to collect the data and locate and document plot location. The contract will identify the exam level, the number of sample plots taken per stand, and includes a unit information street. The performance for these requirements shall be located on the Willamette National Forest in three Districts: Middle Fork, McKenzie River, and Detroit. Offerors must submit signed and dated offers, include the solicitation number, name, address, telephone number, Unique Entity Identifier (UEI), and information necessary to evaluate the factors as described in the solicitation. Offerors must have an active entity registration in the System for Award Management. If subcontracting, provide the name, address, telephone number, date and duration of subcontract, and a detailed description of the work being subcontracted. On a separate document, address evaluation criteria: technical capability (experience in performing common stand exams and plant identification in the Pacific Northwest, understanding of project work and conditions, information for any subcontractors), past performance (similar work accomplished in the past 3 years with contact information), and work plan and schedule (general work plan, crew size, work schedule, production rate, ability to adjust crew sizes, organization to achieve contract requirements).
