The work includes providing continuous off-site monitoring and dispatch for all building alarm systems, ensuring 24/7/365 coverage with notification to on-site security within five minutes of an alarm, notifying the government key holder, and dispatching local law enforcement when required. Responsibilities include maintaining detailed incident records and ensuring alarm monitoring personnel are properly trained. The work also includes providing unarmed, on-site security staff during after-hours periods from 1600 to 0800 local time, on weekends, and on federal holidays, with a requirement to respond to alarm notifications within five minutes of dispatch. Security duties include conducting recurring roving interior checks every two hours and exterior checks every three hours to verify facility security, identify signs of forced entry or suspicious activity, and report any issues. The contractor must supply a marked security vehicle for exterior patrols. All personnel must be U.S. citizens who have passed an FBI criminal background check and meet all other suitability requirements, and the contractor must comply with ICD 705 and UFC 2050. Additional requirements include maintaining a current employee roster, documenting significant communications with government representatives, and providing monthly status reports detailing alarm responses and labor hours.
