The San Joaquin County Department of Public Works requests Statements of Qualifications from engineering consulting firms for on-call lab testing, materials testing, specialty inspections, and related services. Selected firms will enter into an Independent Contractor Agreement to provide services that may not exceed $200,000 per year over an initial two-year period, with a possible third-year extension. On-call consultants will perform materials engineering and testing services as needed for roads, streets, bridges, traffic signals, water supply, sanitary sewer, storm drainage, and other public works projects. Assignments may be discrete, short-term, or part of larger projects, typically ranging from five to twenty working days. Required services and capabilities include: - California Licensed Professional Engineer - Participation in Caltrans' reference testing program and experience with California and ASTM testing methods - Relevant qualifications/certifications for key testing personnel and equipment - Preparation of project scope, including understanding, schedule, and cost - Furnishing positive lab test results within 72 hours and failing results within 24 hours unless test durations exceed these limits - Certified quality control measures - Maintenance of all acceptance materials testing records.
