Reference Number 0000411137 Charter Township of Ypsilanti is seeking qualifications from licensed professional firms to provide Prime Professional services for an MDNR Trust Fund Grant-funded project involving the replacement of Pavilion #1 and associated restroom facilities at North Bay Park. In accordance with MDNR Trust Fund requirements, only a licensed architect, licensed professional engineer, or licensed landscape architect may serve in the Prime Professional role. The Prime Professional must hold an active license in the State of Michigan. A construction manager is not considered a Prime Professional and is not eligible for reimbursement under the grant. The Prime Professional may not also serve as a construction contractor, supplier, or vendor providing materials or products for the project, nor may they bid on the construction contract. The selected Prime Professional will provide all planning, design, and administrative services necessary for the design and construction of the project and will be required to certify that all work was completed satisfactorily in accordance with MDNR Trust Fund requirements. Services include, but are not limited to, the following: Phase 1 - Design, Engineering, and Bidding Assistance: - Site surveys and site analysis - Design development and design calculations - Preparation of plans and technical specifications - Preparation of bid and contract documents - Assistance during the bidding process Phase 2 - Contract Administration and Construction Administration: - Contract administration - Review of contractor submittals and pay applications - Construction stake out, as applicable - Construction oversight and inspection Phase 3 - Grant Administration: - Preparation and review of MDNR reimbursement documentation - Submission support and coordination with MDNR - Final on-site inspection - Project closeout and certification that work was completed satisfactorily Professional service fees are an eligible reimbursable expense under the MDNR Trust Fund Grant, subject to program limits. Reimbursement of professional fees is capped at up to twenty percent (20%) of the construction cost at the applicable grant participation percentage, in accordance with the Project Agreement.
