The intent is to obtain competitive pricing for material and labor to construct, refurbish, and remove fenced enclosures from lake and river portions of the St. Johns River according to specified requirements. Only responsive and responsible contractors will be considered for award. Responsive bids must constitute a definite, firm, unqualified, and unconditional offer to meet all material terms, affecting price, quantity, quality, or delivery. Bidders must comply with all material terms clearly identified. Non-responsive submissions, incomplete forms, or deviations from bid requirements may be rejected at the discretion of the Procurement Manager. Only contractors with the requisite financial ability, experience, resources, skills, capability, reliability, and business integrity, as determined by the Commission, will be considered responsible. References and quality may be used to determine bidder responsibility. Sealed bids must be received before the deadline. The Commission reserves the right to reject any and all bids and to waive any minor irregularity in submissions. The Commission may use any information obtained in determining responsiveness and responsibility and to reject bids accordingly. Question Must be received PRIOR to: February 18, 2026 @ 5:00 PM ET Any questions from Bidders that require an official FWC answer concerning this project shall be submitted in writing to the Procurement Manager. Adrian Wiggins Adrian.Wiggins@myfwc.com PURPOSE The FWC is working to re-establish native submersed aquatic vegetation in the St. Johns River. One of the challenges faced is protecting the new vegetation from herbivores until it can become established. This is accomplished by building temporary fenced enclosures to protect plants from grazing, mainly by turtles. The purpose of this bid is to obtain a contractor to perform three services related to aquatic fencing: 1.1. New aquatic enclosure construction: Build new fencing, including installing T-posts, PVC pipe and fence wire. 1.2. Aquatic enclosure refencing: Refurbish existing fencing by removing old fence wire and replacing with new fence wire. 1.3. Aquatic enclosure removal: Remove all fencing at the conclusion of the project, including T-posts, PVC pipe and fence wire
