Site work for a water / sewer project in Bremerton, Washington. Completed plans call for site work for a water / sewer project.

The Work is considered in two parts, Schedule A and Schedule B. Schedule A includes all labor, equipment, and materials necessary to recoat the entire interior and exterior of a one-million-gallon steel welded, above ground potable water reservoir 18. Reservoir dimensions are 81 feet diameter and 26 feet height. Reservoir 18 is located at 1925 Cheryl St in Bremerton. Access to the site is through a facility gate located on NE Cheryl Road approximately 300 feet west of the intersection of Forest Dr NE and NE Cheryl St. The Work includes setting up and maintaining scaffolding and an environmental control system, cutting a door panel if needed, rewelding and coating the door panel, abrasive blasting to near white metal (SSPC-SP 10), recoating all interior and exterior surfaces, cleaning and disinfecting the interior in preparation for putting the reservoir back on-line, site cleanup, and proper disposal of all spent materials and coatings all in accordance with the Contract Plans, these Contract Provisions, and the Standard Specifications. The WORK to be performed under this Contract shall consist of furnishing tools, equipment, materials, supplies, and manufactured articles, and furnishing all labor, transportation, and services, including fuel, power, essential communications, and performing all work or other operations required for the fulfillment of the Contract in strict accordance with the Contract Documents. Schedule B includes all labor, equipment, and materials necessary to perform coating replacement on the roof of Reservoir 17 and spot coating repair to the roof of Reservoir 19. Reservoir 17 is a one-million-gallon steel welded, above ground potable water reservoir with dimensions of 95 feet diameter and 18.5 feet height. Reservoir 19 is a two-million-gallon steel welded, above ground potable water reservoir with dimensions of 97 feet diameter and 35.5 feet height. The work is broken out into two schedules, Schedule A and Schedule B. Schedule A is the interior and exterior coating of Reservoir 18 located at 1925 Cheryl St, Bremerton WA, 98310. The closest residence to the project site entrance is 1924 NE Cheryl St. Schedule B is the coating repair of the roof of Reservoir 17 and spot coating repair to the roof of Reservoir 19. Reservoir 17 is located at 400 Ridge Lane NE, Bremerton WA, 98311. Reservoir 19 is located at 2628 Ash St, Bremerton WA, 98310. The City is contracting with Quality Coatings Inspection and Consulting for technical inspection of the work. ESTIMATE: $830,000. SCHEDULE A - Staging and storing of all equipment and materials shall be within the site fence line. Due to proximity of fence to the reservoir, a portion of fencing may be removed to accommodate staging. The Contractor shall still be responsible for site security, and restore fencing upon completion of the Work. Access to water testing stations and valves shall not be blocked. - The Contractor is permitted to cut a door-sheet and construct ramps in and out of the reservoir. The door-sheet shall be welded and coated at the seams as part of the restoration. The cutting/welding Contractor shall have minimum 5-years experience in cutting and welding steel plates. Submit qualifications of welder prior to work. -The City will drain the reservoir, control all valves, sample sediment prior to removal, fill the reservoir after coating acceptance, and sample the reservoir water to ensure proper disinfection. - The Contractor is responsible for cleaning and disinfecting the reservoir interior after the coating has been accepted by the Owner. Thoroughly clean the inside of the reservoir to remove -any waste material that may have entered during the work. The Contractor shall disinfect the reservoir per AWWA C652 - Method 2 (apply 200 mg/L solution directly to the surface.) There is low pressure water (25 psi) available at the onsite hydrant; the Contractor may connect to this hydrant as a water source for the work. The Contractor must install a double-check backflow preventer at the hydrant to use the water (backflow preventer available for $4000 deposit at City offices). After disinfection by the Contractor, the City will begin filling the reservoir and take a water sample to a certified laboratory. When the results demonstrate that the water sample passes the fecal coliform test, the City will place the reservoir back on-line. Failure will require additional disinfection by the Contractor. SCHEDULE B: - Reservoir 17 is a one-million-gallon steel welded, above ground potable water reservoir with dimensions of 95 feet diameter and 18.5 feet height. For Reservoir 17, the Work includes site mobilization, setting up a scaffolded waste containment and environmental control system, implementing a fall protection system, pressure washing and sanding entire roof structure, and application of new epoxy and polyurethane coats. -Reservoir 19 is a two-million-gallon steel welded, above ground potable water reservoir with dimensions of 97 feet diameter and 35.5 feet height. For Reservoir 19, the Work also includes implementing a fall protection system, removal of damaged polyurethane topcoat, sanding of underlying coating, and application of new polyurethane coat. -Staging and storing of all equipment and materials shall be within the site fence line. Access to water testing stations and valves shall not be blocked. Q/A:- All questions about the meaning or intent of the Contract Documents are to be directed to the ENGINEER, defined in GC-1.01 A of the General Conditions. Additions, deletions, or revisions to the Contract Documents considered necessary by the ENGINEER in response to such questions will be issued by Addenda mailed or delivered to all parties recorded by the ENGINEER or OWNER as having received the Contract Documents. Only answers to such questions issued by formal written Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect.
