City Of La Salle Lead Service Line Replacements The project consists of supplying the labor, equipment, and materials necessary to remove and replace five hundred (500) residential water service lines at separate locations throughout the City of LaSalle. The work is to be completed over a five-year period with a minimum of 100 services replaced each year. Work includes investigating existing conditions, installing new water service tubing with tracer wire, excavation, fittings, and other necessary appurtenances for a complete water service line replacement from the water main connection to the water meter for each location. Other related site tasks include but are not limited to backfilling, testing of backfill compaction, pavement removals and replacements, pavement testing, traffic control, disinfection, testing, grading, and seeding. Bid security in the amount of not less than 5% of the bid shall accompany each bid. The Bidder to whom a contract is awarded must furnish a Performance Bond and a Payment Bond each in an amount equal to the contract price. The Owner reserves the right to reject any and all bids, waive informalities in bidding, or to accept the bid or bids which best serve the interests of the Owner. No bid shall be withdrawn for a period of 120 days after the scheduled opening without the consent of the Owner. Bidders must comply with all applicable federal and state requirements including those of the Davis-Bacon Act, Build America, Buy America Act, and policies related to the increased use of Disadvantaged Business Enterprises.
