This project consists of asphalt resurfacing on Riverside Cemetery roads and construction of an asphalt pad for a Mini-Pitch Court system (the Mini-pitch system itself will be constructed by others). Work includes milling, preparation of base, HMA surface mix, utility adjustments, grading, seeding, and other incidental work. The Contractor shall have 25 days to complete all work. The construction of the Mini-Pitch Court Pad must be complete by June 1, 2026. All other work, including punch list items, must be complete by July 1, 2026. Bidding requirements and contract administration shall be in accordance with the project plans and specifications, the Standard Specifications for Road and Bridge Construction by the Illinois Department of Transportation, the Supplemental Specifications and Recurring Special Provisions, and the 2023 Moline Supplemental Specifications. Sealed bids must be submitted electronically. All contractors must register for a free account on the specified website to view and submit bids. All bids must be accompanied by a guaranty of five percent (5%) of the bid amount, in the form of a certified check, cashier's check, or surety bid bond. Unit prices are required for each line item. All bids shall remain valid for 45 days. The lowest bidder must furnish a Performance, Labor, Material, and Maintenance Bond (1-year) in the full amount of the contract and provide proof of required insurance upon Notice of Intent of Award. Compliance with prevailing wage laws is required. The City of Moline reserves the right to reject any and all bids, to waive technicalities, or to advertise for new proposals. The contract will be awarded to the lowest responsive and responsible proposer, based on compliance with specifications, price, delivery, timing, completeness of response, references, financials, and other criteria set forth in the City Code.
