Goals for minority participation for each trade 4.6% Goals for female participation in each trade 6.9% This work shall consist of the removal and replacement of lead or galvanized steel water services (hereinafter referred to as lead) for buildings within the specified area. The area is identified on the attached exhibits and could be revised based on funding limits or unforeseen circumstances, but all will be within the corporate boundaries of the Owner. New copper service lines shall be installed for full and partial lead service line replacement. Full lead service line replacement shall be defined as connecting from the water main to the premise plumbing inside the building. Partial service line replacement shall be defined as connecting from the valve near the property boundary (buffalo box or mete pit) to the premise plumbing inside the building- which would be a private side partial replacement, or connecting from the valve near the property boundary (buffalo box) to the water main- which would be a public side partial replacement. The extent of the replacement inside buildings will be to the water meter, first water valve, or 18" inside the building. No known lead piping will remain within the public water distribution system or within water service lines from the water main to the building foundation. Interior plumbing and building piping beyond the service line is not included in the scope of this project. Partial replacements will only occur to replace an existing partial lead services. It is the responsibility of the Contractor to verify each water service material type for each building in the specified area and replace only those that are made of lead. Work will include documentation and property owner interaction/coordination. The Contractor will also be responsible for obtaining sign-ups from property owners and coordinating with the property owners to perform the work, including all permissions necessary. All proposals must be submitted electronically through the designated bid submission system. A mandatory pre-bid virtual meeting is required for all Prime Contractors intending to submit bids. Attendance will be taken and is necessary to be authorized to bid. Questions regarding bid documents must be submitted in writing prior to the specified deadline. Each proposal must include a bid bond of not less than five percent of the bid amount. The successful bidder must furnish a performance bond equal to one hundred percent of the bid amount with approved sureties. Contractors will be required to pay at least the prevailing wage rates as established by the United States Department of Labor and the Davis Bacon Act, and comply with all applicable regulations. Bidder qualifications and experience will be considered in determining the lowest responsible bidder. Prequalification must be submitted to the Engineer by all potential bidders. Contractors or their subcontractors responsible for water service line replacement must be licensed plumbing contractors in the State of Illinois, with a copy of the license required before contract award. Contractors must also be registered through Sam.gov with a Unique Entity ID number. Bidders are required to undertake specified affirmative efforts regarding disadvantaged business enterprises as stated in the specifications, and to comply with the Presidents Executive Order No. 11246, as amended. The City reserves the right to reject any or all proposals, waive technicalities, postpone the bid opening, or advertise for new proposals if deemed in its best interest.
