This project generally consists of removing and replacing wastewater treatment plant baffles, pond grid systems and aerators, and constructing a polishing reactor, along with associated work. Only the bids of prime contractors licensed under Louisiana Contractor's Licensing Law under Chapter 24 of Title 37 of the Louisiana Revised Statutes will be considered for bids exceeding $50,000. Contractors desiring to bid must hold a license of proper classification under "Municipal and Public Works Construction." Technical assistance with forms is available from the Office of Community Development. Bidders must comply with requirements for conditions of employment and minimum wage rates under the contract, Section 3 Employment Opportunities, Build America Buy America (BABA), Segregated Facilities, Executive Order 11246, Public Law 17758, all applicable laws and regulations of the Federal Government and State of Louisiana, and bonding and insurance requirements. Compliance with the Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act, the Contract Work Hours Standards Act, the Local Public Works Payroll Evaluation Program, and new Section 3 requirements is required. The prime contractor and all subcontractors must have an active UEI number and an active SAM Cage Code number throughout the contract. Question Deadline 02/27/2026 Every request for such interpretation should be in writing addressed to the Engineer and to be given consideration must be received at least five (5) days prior to the date fixed for the opening of the bids. Bidders may obtain electronic or paper sets of bidding documents from the design engineer; a deposit is required for physical sets, refundable upon timely return. As an option to printed plans and specifications, parties may request and acquire an electronic (pdf format) set at no cost. All bids must be accompanied by a bid guarantee equivalent to 5% of the bid price, and performance and payment bonds of not less than 100% of the contract price are required. The Owner reserves the right to reject any and all bids for just cause. No bidder may withdraw their bid within forty-five (45) days after opening. Bidding documents are available until 24 hours before the bid opening date. Minority, female-owned, and Section 3 firms are encouraged to submit bids.
