Provide professional engineering services to prepare a complete set of Plans, Specifications, and Estimates (PS&E) for the Southeast Gateway Access Improvements Project (City Project No. 715-ST). Work includes project management, agency and utility coordination, field survey, permitting, preparation of specifications and engineer's estimates at 30%, 65%, 95%, and 100% completion, engineering design drawings (24"x36"), E-76 construction authorization support, and bidding/construction support (including pre-bid, addenda, meetings, and RFIs/submittals). Roadway resurfacing prior to final pavement striping/markings is required to ensure durability and safety for the proposed traffic, bicycle, and pedestrian improvements. Improvements include Class II/III bicycle facilities (including sharrows), high-visibility crosswalks and pedestrian safety enhancements, ADA curb ramps, sidewalks/curb & gutter, raised medians, street lighting, a rest area near the LA River Bike Path, and roadway rehabilitation/treatment within the project limits. All work must conform to the latest applicable standards and requirements, including Caltrans Standard Plans/Specifications, Highway Design Manual, CA MUTCD, APWA/Greenbook, Los Angeles County Public Works standards, and City of South Gate guidelines, as applicable. Proposers must be able to execute the City's standard Professional Services Agreement without exceptions and meet the City's insurance requirements. Proposals must be submitted in four hard copies and one electronic copy (flash drive) in a sealed envelope, plus a separate sealed fee proposal. The proposer is responsible for checking for addenda and acknowledging all addenda in the proposal.
