The project consists of the replacement of select streetlighting throughout the entire Borough of Folcroft, Delaware County, Pennsylvania. Bidders are required to provide Bid Security in an amount equal to 10% of the total amount bid, which may be submitted as a certified check or a bid bond from a Surety Company licensed in Pennsylvania. The successful bidder will be required to provide a Performance Bond and a Labor and Materials Payment Bond, each equal to 100% of the awarded contract value, and a 2-year Maintenance Bond for 100% of the final contract value upon contract completion. Compliance with the Pennsylvania Prevailing Wage Act of 1961 is mandatory for projects meeting the specified cost thresholds. Only the successful bidder will pay a PennBid fee, which is calculated based on the contract value with a minimum and maximum fee set. This project consists of the replacement of select streetlighting throughout the entire Borough of Folcroft, Delaware County, Pennsylvania. This project is being funded through the DCED Multimodal Transportation Fund Grant Program, administered by the Pennsylvania Commonwealth Financing Authority. The Grant Agreement is attached to the specifications herein. The Contractor is required to comply with grant pass-through provisions, including Non-Discrimination/Sexual Harrassment Provisions. The project is separated into four (4) separate Priorities. The priorities are based on the visual and/or operating condition of the existing streetlights and is as follows:1. Base Bid (Priority #1) 2. Alternate Bid #1 (Priority #2) 3. Alternate Bid #2 (Priority #3) 4. Alternate Bid #3 (Priority #4) B. This project includes one contract for all the work described herein which will be awarded to a single prime contractor based on the combined amount of the base bid and any alternate bids that are awarded. The Borough of Folcroft may choose to award the base bid work alone or together with any of the alternate bids, dependent on funding availability and the best interests of the Borough of Folcroft.
