The Contractor shall furnish all labor, insurance, equipment, materials and power for the complete performance of the following project, Plant 1 Control House Stairs Replacement as follows: Removal of existing stairs and installation of new aluminum stairs, including all associated railings and other appurtenances. The funding source for this project is WATER REVENUE. The Federal government has established a combined participation goal of 12% for Women Business Enterprises and Minority Business Enterprises. No Bid will be accepted from, or contract awarded to any person, firm, or corporation that is in arrears to the City of Fort Wayne, Indiana, upon any debt or contract, or, who has failed to execute, in whole or in part in a satisfactory manner, any contract with the City; or, who is a defaulter as to surety or otherwise, upon any obligation to the City, or is engaged in litigation with the City. No Bid may be withdrawn for at least 60 days after the scheduled time for receipt of Bids so as to allow review of Bids before announcing award of Contract. The successful Bidder will be required to furnish a satisfactory Labor and Material Payment Bond and Performance Bond each in the amount no less than one hundred (100%) percent of the contract price. The Board reserves the right to reject any and all bids for failure to comply with applicable laws and/or with the Instructions to Bidders. The Board also reserves the right to waive any defect in any bid. Bidder shall submit all questions about the meaning or intent of the Bidding Documents to Design Manager in writing. Questions received less than ten (10) days prior to the date for opening of Bids may not be answered. The City has established a 10% participation goal for emerging business participation. The Federal government has established a combined participation goal of 12% for Women Business Enterprises and Minority Business Enterprises
