The work consists of resurfacing designated alleys in Steubenville, Ohio by the method of Hot-Mix Asphalt Concrete. The work includes, but is not limited to: removal of existing asphalt concrete by milling where indicated, cleaning, tacking, and paving streets with asphalt concrete as specified, and adjusting to grade valve boxes, manholes, and catch basins as specified. The contractor must complete all operations that impede traffic on the project streets between the hours of 6:00 P.M. to 6:00 A.M. from Sunday evening to Friday morning (night paving). The project streets included in the base bid are: Court Street Alley from Washington Street to South Street and Commercial Street Alley from North Street to South Street. Bidders must obtain specifications from the City Engineer and are required to register as a plan holder to submit a responsive bid. Bidders are expected to conduct a pre-bid inspection of the site. Bids shall be on a unit price basis using proposal blanks provided by the City Engineer and must include a Bid Guaranty. The successful bidder must furnish performance and payment bonds. The bidder shall be ODOT pre-qualified for at least 30% of the awarded contract amount with their own forces. All work must comply with minimum wage and non-discrimination requirements. The Engineer's estimated cost for the base bid is $315,000.00. Construction is to begin no sooner than June 21, 2026, with a completion date of July 17, 2026. The City reserves the right to reject any or all bids or waive informalities.
