Site work and paving for a mixed-use development in Steubenville, Ohio. Completed plans call for site work for a road / highway; and sidewalk / parking lot.

This project involves the rehabilitation of existing streets and related infrastructure improvements. Work includes but is not limited to: removal of existing asphalt concrete by milling where indicated; full depth pavement repair using hot-mix asphalt concrete where indicated; cleaning, tacking, and paving streets with asphalt concrete as per specifications; adjusting to grade valve boxes and manholes and repairing catch basins as specified; concrete sidewalk repairs as specified; and the installation of ADA curb ramps as specified. Streets included in the contract are Greenfield Avenue from Arden Avenue to Woodland Avenue, Woodland Avenue from Greenfield Avenue to Alton Avenue, Alton Avenue from Woodland Avenue to Lincoln Blvd, N. 8th Street from Franklin Avenue to South Terminus, and Acme Street from N. 7th Street to N. 8th Street. An add alternate bid is included for Franklin Avenue from N. 7th Street to Highland Avenue. Bids must be submitted in writing on proposal blanks provided by the City Engineer, accompanied by a bid guaranty in the form of a Bid Guaranty and Contract Bond or bid bond in the amount of 100% of the bid. Only those registered as a plan holder through the City of Steubenville Engineering Department may submit a responsive bid. Each bidder is required to conduct a pre-bid inspection of existing and surrounding conditions affecting the work. The contractor must be ODOT pre-qualified for the work being performed with their own forces on at least 30% of the contract amount. Each bidder must submit a written Affirmative Action Program, include a stipulated percentage of minority and Section 3 workers, and ensure compliance with wage and non-discrimination requirements. Each bidder must submit a written Affirmative Action Program with his or her bid. The Affirmative Action Program must include seven percent (7%) minority workers of the total work force. In addition, twenty-five percent (25%) or more of all labor hours on a Section 3 project must be worked by Section 3 workers, and five percent (5%) or more of all labor hours on a Section 3 project must be worked by Targeted Section 3 workers.
