A Job Order Contract (JOC) is a competitively bid, firm-fixed-price, indefinite-quantity contract placed with a Contractor for the accomplishment of repair, alteration, modernization, maintenance, rehabilitation, and construction of buildings, structures, or other real property. The contract includes a collection of detailed repair and construction tasks and specifications that have established unit prices. Bidders must submit Adjustment Factors to the published unit prices contained in the Unit Price Book. Individual projects are priced by selecting the appropriate construction tasks, multiplying by the correct quantities, and applying the applicable Adjustment Factor. The Contractor shall furnish all management, labor, materials, equipment, and services necessary to perform the work. The intention is to award one JOC contract under this solicitation for a one-year term or until the expenditure of the Maximum Contract Value, whichever occurs first. There is no minimum value associated with individual Work Orders. This contract requires a current and active California B contractor’s license at the time of bid submission and throughout the term of the contract. Sealed bids must be submitted online only through County of Ventura Procurement Services. Time is of the essence. Late bids will not be accepted. Bids may not be submitted by facsimile, email, or any other method. Return only those pages on which a response is required. Bidders are required to attend a mandatory Pre-Bid Conference via Zoom for the purpose of explaining the JOC concept, discussing JOC administration, distributing documents, and answering questions. Failure to attend the mandatory Pre-Bid Conference will render a bid non-responsive. All questions concerning this Bid must be submitted online through Bonfire under the Messages tab. The deadline for submitting questions is indicated in the bid package. All information required to prepare and submit a responsive bid is contained within the General Conditions, Technical Specifications, Project Description, and all required bid forms and attachments included in the bid package. The County reserves the right to accept or reject any or all bids and to waive any informality or irregularity in the bidding process.
