Ventura County Office of Education invites sealed bids for roofing replacement at Phoenix School, Douglas Penfield School, and ACE Charter School. Contractors may bid on any or all sites; awards go to the lowest bidder for each school, or one contractor may receive all if they have the lowest bids for each. The project includes the use of Owner-purchased Weatherproofing Technologies, Inc. roofing materials provided through the OMNIA Partners purchasing cooperative. Bidders must possess a valid "C-39" California contractor license and be registered as a public works contractor with the Department of Industrial Relations, with both remaining active and in good standing throughout the contract term. A mandatory pre-bid conference and site visit is required for all participants, with attendance and sign-in mandatory; failure to attend or tardiness will render bids ineligible. Bids must be submitted on the forms provided, accompanied by a bid bond or other approved security equal to ten percent of the total bid price. The successful bidder must furnish a 100% Performance Bond and 100% Payment Bond. All workers must be paid not less than the prevailing wage rates for the locality. Electronic certified payroll records must be furnished weekly. The contract will be awarded, if at all, to the lowest responsive responsible bidder based on the base bid amount. The Office reserves the right to reject any and all bids or waive any irregularity in received bids. No bidder may withdraw its bid for ninety days after the bid opening. Interpretations or clarifications considered necessary by the VCOE in response to such questions will be issued in writing by Addenda and made available to all parties recorded by the VCOE as having received the Contract Documents.
