In the sealed bid, bidders must include: a completed and signed MS-944 Form; a completed MS-944 Attachment 1 Form; a completed and signed MS-944 Attachment 1-A Form; a certified check or bid bond in the amount of 10% of the total bid, issued by a surety licensed to do business in Pennsylvania; and a completed and signed Anti-Collusion Affidavit. Bidders must bid on the Base Bid and may bid on Alternate Bid 1. The low bid will be calculated only on the total of the project components approved for award. The winning bidder must furnish a performance bond and a payment bond prior to the start of work, with each bond in the amount of 100% of the total bid, issued by a surety licensed to do business in Pennsylvania. Bids cannot be withdrawn for 60 days after bid opening. The governing board reserves the right to accept or reject any or all bids, or waive any irregularity of the bids, at its sole discretion.
