The County requires an Alert and Warning System (AWS or System) to send alerts and notifications to devices within Sonoma County's geographic boundaries. This county has an estimated population of 480,000, including individual cities, unincorporated areas, and any combinations or sub-portions of its jurisdictions. The Alert and Warning System must be able to distribute a message to at least 500,000 contacts. The AWS should support Sonoma County's access to the Integrated Public Alert and Warning System (IPAWS) and all IPAWS functionality, including but not limited to Wireless Emergency Alerting (WEA), the Emergency Alert System (EAS), and Non-Weather Emergency Messages (NWEM) using the Common Alerting Protocol (CAP). The AWS must comply with the Federal Emergency Management Agency (FEMA) IPAWSOPENv4.01 WebService Interface Design Guidance, dated June 29, 2022. The System must be capable of sending multiple notifications simultaneously to the same or different recipients and support concurrent use by multiple authorized agents from different jurisdictions. It must comply with all applicable parts of the Americans with Disabilities Act (ADA) to the extent feasible with currently available technology. Additionally, the system must comply with California state legislation AB1638 as Chaptered within California Government Code 7299.7, which requires accommodation of messaging in languages other than English. In counties with five (5) percent or more of the population primarily and jointly speaking a language other than English, the local public agency shall provide information related to the emergency in the identified languages. For questions regarding this specific solicitation, email DEMgrants@sonomacounty.gov The living wage rate required under the County's Living Wage Ordinance (LWO) will increase from $18.10 to $23.15 per hour effective July 1, 2025. The adjustment was adopted by the County's Board of Supervisors on January 14, 2025, in accordance with Sonoma Municipal Code section 2-377(d). All covered employees must be paid at least the increased living wage rate.
