The Ada County Highway District (ACHD) is seeking Statements of Qualifications (SoQ) from firms interested in providing professional and other services on an "on-call, as-needed" basis for its 2025-2027 On-Call Consultant Services (OCCS) List. The OCCS List is updated annually to allow new firms to apply and for existing approved firms to seek approval for additional service categories. Qualified respondents will be selected to perform work in the following categories: Design (various types and values), Bridge Inspection/Evaluation/Analysis/Retrofit, Environmental Services (including environmental documentation, wetlands, biological, archaeological/cultural studies, hazardous waste, wastewater/facility/solid waste management, stormwater quality, green infrastructure, erosion control), Traffic Signal Timing, Construction Inspection, Geotechnical Services, Surveying, Transportation Planning and Projects, Public Involvement and Outreach, and Program/Project Management Services. Firms must submit their SoQ electronically through the OpenGov online portal as one combined PDF for the overall project and separately for each category of interest. Failure to submit as required may result in the submission being deemed non-responsive. All submittals must be uploaded to the OpenGov website by the specified due date and time, and all required criteria must be addressed in the SoQ. Participation in a hybrid mandatory pre-submission meeting is required, with non-attendance resulting in a non-responsive status.
