All bidders must submit an electronic response that constitutes an offer to sell the specified goods and/or services to the University of Hawaii at the price and terms indicated. Bidders must upload/attach required documents through the Hawaii Electronic Procurement System (HEPS), download and complete all attachments, include applicable taxes in their pricing, and submit responses only through HEPS. The awarded vendor is required to pay a transaction fee to Sicommnet based on the total purchase value. To be eligible for contract award, bidders must provide a Certificate of Good Standing from the State of Hawai'i Department of Commerce and Consumer Affairs, a Certificate of Compliance from the Department of Labor and Industrial Relations, and Tax Clearance certificates from the State of Hawai'i Department of Taxation and the IRS.
